Goal Area 1:
The LICC developed a consistent response to the change in the eligibility for Early Intervention services. Members informed and educated parents, local leadership and state legislators concerning the potential negative impact of the changes on our youngest citizens and their families. Members collaborated with other local community groups across the state such as Smart State and other LICC's to bring this consistent message to the Division of Health and Human Services and the EI Branch, in particular. Members attended Public Hearings to voice their concerns. These activities resulted in a more lenient eligibility criteria than initially proposed by the state.
The LICC created tools for communication for both families and professionals to use to help navigate the early intervention system including The EI Road Map, the Wake County LICC website, and a Childrens' Development Brochure for use by families and pediatricians.
Goal Area 2:
In 2005, the Early Intervention system in Wake County was in the midst of transitioning to the Children's Developmental Service Agency. The LICC was concerned that there was going to be a loss of funds for EI services and there were no new funds in the Governor's Budget. Members of the LICC advocated with the Wake County delegation and a bill was introduced to increase funding. This resulted in $5,000,000 of additional funding for Early Interventions services in the state and Wake County received a portion of these funds.
Goal Area 3:
In September 2006, the LICC and their collaborating partner NC Association of Development Day Directors (NCADD) hosted "Building a Network- A Call for Statewide Communication." The LICC was concerned that since the redesign of Early Intervention services in 2004/05, communications between the local providers, the CDSA and the state had diminished. The conference brought together parents, local providers, CDSA staff and state officials from across the state to network, hear presentations and develop strategies for improving communication.
